This guide is designed to help you navigate the licensing process with the Telecommunications Regulatory Commission of Sri Lanka (TRCSL). Whether you are a newcomer or looking to upgrade your current class, follow these steps to get on the air.
Part 1: Applying for a New License
If you have recently passed your Radio Amateur Examination (Novice, General, or Advanced) and are applying for your first license, follow these steps:
Step 1: Verify Your Results
Before applying, ensure you have received the official letter from TRCSL stating your exam results. You will need to attach a copy of this to your application.
Step 2: Prepare Your Documents
Gather the following documents to avoid any delays:
Application Form: Complete the Local Amateur Application (PDF) or the Editable Version.
MOD Clearance Form: Fill out the Ministry of Defence (MOD) Clearance Form.
Note: While the form is in Sinhala, you are permitted to fill it out in English.
Letter of Request: Write a formal letter addressed to the Director General, TRCSL, requesting the issuance of your license. Include your current phone number.
Identification: Provide clear photocopies of both sides of your National Identity Card (NIC).
Photographs: Prepare three (3) passport-sized color photographs. One of these will appear on your official license.
Letters of Recommendation: Obtain two letters from Radio Amateurs or individuals of good standing (preferably with no criminal record) vouching for your character.
💡 Pro Tip: Since you are not yet authorized to own transmitting equipment, if asked about equipment on the form, you can simply state: “I will apply for equipment authorization once the license is granted.”
Step 3: Submit Your Application
You should submit your application through two channels for the fastest results:
By Registered Post: Send all hard copies to:

Colombo 08.
Via Email: Scan and send soft copies of all documents to [email protected]. This often helps speed up the internal verification process.
Part 2: Upgrading or Renewing an Existing License
If you are moving to a higher class or renewing your current permit, the process is slightly different.
Step 1: Documentation
Fill out the standard Local Amateur Application form.
Write a Letter of Request to the Director General of TRCSL.
Have your current License Book and NIC ready.
Step 2: The “Fast Track” Method (In-Person)
Visit the TRCSL office in Colombo 08.
Inform the reception desk of your intent to upgrade/renew.
Submit your documents and wait in the lobby while the staff processes the request.
Pay the Upgrading/Renewal Fee at the finance department once they issue a voucher.
Step 3: The Remote Method
Email your request and scanned documents to [email protected] and follow up by sending the hard copies via registered post.
Critical Success Factors
The NIC Number: This is the primary key used by the MOD and TRCSL. Double-check your NIC number on every form. An error here can stall your application for weeks.
