Guest License for foreign operators

Guidelines for Foreign Radio Amateurs Seeking Guest Licenses in Sri Lanka

To operate radio equipment in Sri Lanka as a foreign amateur radio enthusiast, please follow these steps:

1. Submit your application for a Guest Amateur Radio License along with the required supporting documents to the Director General of Telecommunications at,

Telecommunications Regulatory Commission of Sri Lanka,
No. 276, Elvitigala Mawatha,
Colombo 08,
Sri Lanka.

It is advisable to send your application at least two months prior to your planned arrival in Sri Lanka.

2. The application should include (as specified in the application form):

– A formal letter requesting permission to operate in Sri Lanka, specifying your local address during your stay and the duration of your visit.
– A copy of your valid local amateur radio license (Note: Only General class and Advanced class licenses are accepted; Novice class licenses are not permitted).
– A police clearance certificate from your local police office certifying your good character, or any equivalent document.
– Letters from two guarantors from Sri Lanka (not necessarily amateur radio operators).
– Technical specifications of the radio equipment you intend to use.
– Two passport size photographs 35×45 (in mm).
– Your travel itinerary
– Copy of the Passport
– Copy of Visa
– Import Declaration form for obtaining Import Control License if you wish to bring Radio Transmitting equipment with you. (See Downloads below)

3. For detailed instructions and to access application forms, please visit the Telecom Regulatory Commission website.

Note:
Upon receiving your application, the Director General of Telecommunications will forward it to the Ministry of Defence for clearance, as per regulatory requirements. This process may take some time, so it is advisable to submit your application well in advance. Once clearance is obtained from the Ministry of Defence, you will be notified accordingly.

Upon your arrival in Sri Lanka, if your application is approved, you will need to submit a duplicate of the general license form along with a license fee. The assigned callsign for foreign operators will have a three-letter suffix ending with ‘G’ to denote guest operator status.
