Dear RSSL Members,
The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has informed us about the handling of transmitting equipment in the event of the demise of a licensed amateur radio operator. It is important to note that keeping transmitting equipment without the presence of a licensed operator is illegal. License renewal requests and invoices will be sent to you when your license period expires. If you fail to respond to these requests, TRCSL will ask the nearest Police Station to take custody of your transmitting equipment.
In event of the unfortunate demise of a licensed amateur radio operator, TRCSL has provided us with three options on how to handle their transmitting equipment:
- Pack the transceivers registered to the deceased’s license in a safe box, take it to the TRCSL and get it sealed. A specimen letter to the TRCSL is attached.
- Transfer the transceivers to another licensed amateur radio operator. A specimen request letter is attached.
- Donate or sell the transceivers to RSSL or another amateur operator.
We would like to urge our members to take this notice seriously and abide by the regulations imposed by TRCSL, respecting the law. Non-compliance with these regulations may result in legal action being taken against you. The same information applies to those who do not wish to renew their licenses. Shoud you have unserviceable transmitting equipment you can dispose them off with the approval of the TRCSL.
Please ensure that you handle transmitting equipment appropriately in the event of a licensed amateur radio operator’s demise. We would also like to remind you that it is illegal to keep transmitting equipment without the presence of a licensed operator.

[Option 1: Specimen Letter]
Dear Sir/Madam,
I am writing to you in response to the notice circulated by the Radio Society of Sri Lanka (RSSL) regarding the handling of transmitting equipment in the event of the demise of a licensed amateur radio operator. I have received information that I need to take necessary steps to handle transmitting equipment that was registered under the license of the late [Name of the deceased], who was a licensed amateur radio operator in Sri Lanka.
As the next of kin of the late [Name, NIC, Callsign of the deceased] I understand that it is important to note that keeping transmitting equipment without the presence of a licensed operator is illegal. Therefore, I would like to proceed with the first option, which involves packing the transceivers registered to the deceased’s license in a safe box, taking it to the TRCSL, and getting it sealed.
I would like to request your guidance on how to proceed with this matter. I will ensure that the transmitting equipment is packed securely and transported safely to your office. I would also appreciate it if you could let me know the documents that need to be submitted along with the sealed box.

[Option 2: Specimen Letter]
Dear Sir/Madam,
I am writing to you as the next of kin of the late [Name of the deceased], who was a licensed amateur radio operator in Sri Lanka. I have received information that I need to take necessary steps to handle transmitting equipment that was registered under the deceased’s license.
As per the notice circulated by the Radio Society of Sri Lanka (RSSL), I understand that I have the option of transferring the transceivers registered to the deceased’s license to another licensed amateur radio operator.
I would like to proceed with this option, and I have identified [Name of the license holder], who is a licensed amateur radio operator in Sri Lanka, to receive the transmitting equipment. [Name of the license holder] has agreed to accept the transmitting equipment and has provided me with a copy of their license for your reference.
Please find attached the necessary documents, including the licenses of the deceased and the reciepient for the transfer process. I would appreciate it if you could let me know if any additional documents are required.
